I know, everyone has a tutorial like this, but hey, tutorials can be fun sometimes! :D
1. Open Paint Shop Pro. (easy!) Then select the picture you want to use. I am going to use this one!
Go to Edit>Past as new image. Then go to image>increase color depth> 16 million colors.
2.Click effects>Texture effects>blinds
3. Choose whatever color you want the blinds to be by clicking on the colored square (as shown in model) and selecting a color from there, or clicking on a color on your picture. Select Horizontal, light from top left and make the width 2. You can change the opacity to any number between 1-100. 1 being faded and 100 being completely seen.
I chose black for my blinds, and 30 for the opacity. I didn't want to darken the picture too much.
4. Go to file>save and name your picture.
