Well, you have come to the right place! I will lead you, step by step by this easy tutorial... Click on the numbers to view the instructions through images.
[1.] Open an image. Any image you want. I chose a Lost Dessert one, but that's just me.
[2.] Duplicate the layer.
[3.] Go to Filter-Blur-Gassian Blur. Enter 15.0 in the little box.
[4.] Go back to the layers pallete and where it says Normal, change it to Overlay.
5. Well done! You have made your first 'glowing image!'
